North Carolina has a shameful history of government-supported forced sterlization of it's people, mostly women of color and those with disabilities. NARAL Pro-Choice North Carolina stands firmly against forced sterilization and in support of women having complete freedom to determine their reproductive choices. We support House Bill 20.

Funding for Pregnancy Prevention in NC

This bill would provide $250,000 in recurring funds for a grant-in-aid to the Adolescent Pregnancy Prevention Campaign for North Carolina so the Campaign can continue to work with and provide technical support to groups, communities, professionals, and individuals in organizing and implementing programs that work to prevent adolescent pregnancy and STD/HIV transmission.
Healthy Youth Act - Dual Track Sex-Education

House Bill 88 would require that all school districts in NC provide both "comprehensive" AND "abstinence only" sex education curriculums and parents can decide for themselves which track is best for their child. This bill has record co-sponsorship and had terrific news coverage and editorial support. The Healthy Youth Act is supported by a broad coalition of public health experts, civil rights organizations, parents, education professionals and teens.

This bill passed the Education Committee, then the Health Committee then the Education Subcommittee of Appropriations. It was thoroughly debated before reaching the full NC State House on April 15. On Second reading the bill passed with a strong majority and bipartisan support. The Third and final reading in the House was 62-52 with bi-partisan support.

Although NARAL Pro-Choice North Carolina opposes all violence to women, including pregnant women, existing misdemeanor and felony statutes cover this violence and even provides for sentencing enhancement for violence against a pregnant woman. These bills can be used, however, to prosecute women themselves for doing anything that may impair the health of the fetus.

This legislation attempts to create even more obstacles for young women seeking abortion services. NARAL opposes legislation that forces young women to seek parental consent or government permission to seek reproductive health care services. NARAL works to create a society where young women and girls will discuss their reproductive health with their parents, but such a requirement creates an undue burden on the pregnant minor.

NARAL Pro-Choice NC strongly opposes parental consent laws for minors. Young women should discuss the issue of abortion with their parents but for many young women that is not a safe option ultimately it is the young woman who should have control over whether she becomes a mother. Oppose HB 431

NARAL Pro-Choice NC opposes allowing blanket allowances for health care professionals to deny service to people they don't like. Basically refusal clauses are used to exact personal biases against people in need of health services. We don't believe anyone should be forced to perform abortion services but refusal clauses, as law, are bad policy and bad for women.

NARAL Pro-Choice North Carolina opposes specialty plates for anti-abortion causes. The "Choose Life" license plate injects a very emotional and controversial issue into the license plate system in NC. This is unwise and unnecessary. Funds raised from this plate go to fund harmful and dishonest Crisis Pregnancy Centers in North Carolina which have an anti-choice agenda. They are not medical clinics and are not looking out for the best interest of women. Please take action. This bill moved through committee last session and we would like to stop this bill in its tracks this session.
